PROBLEM TO BE SOLVED: To provide a nonchromium water-based surface treating agent which is useful as a ground treating agent for manufacturing a precoat metal material having excellent processing adhesiveness with a coating, corrosion resistance and coin scratch resistance, and which has good storage stability, and also to provide a treating method, and a method for manufacturing the precoat metal material. SOLUTION: The water-based surface treating agent for the precoat metal material contains a silane coupling agent (A), a cationic urethane rein (B), a Zr-compound and/or Ti-compound (C) and a fluorine-containing inorganic compound (D), with the conditions that the mass ratio of (A)/(B) is 1/50 to 20/1, the mass ratio of (Zr and/or Ti atom)/(B) is 1/1,000 to 1/2, and the mass ratio of fluorine atom/(B) is 1/1,000 to 2/1. The treating method and the method for manufacturing the precoat metal material are also provided.
