PROBLEM TO BE SOLVED: To provide a polarization control element which has high light transmittance, can afford a sufficient retardation, is high in the latitude of design and is excellent in heat resistance and light resistance. SOLUTION: By two-dimensionally arranging metal structures (metal particles 2) minuter than wavelength of incident light on a flat surface of a transparent glass substrate 1 at a distance smaller than the wavelength of incident light, the polarization control element 10 which has high light transmittance, can afford a sufficient retardation, is high in the latitude of design and is excellent in heat resistance and light resistance can be obtained.
