PROBLEM TO BE SOLVED: To bend at right angle an optical signal transmitting in a core layer. SOLUTION: A right angle bending waveguide is provided, on a substrate 11, with a high refractive index core layer 13 having a nearly rectangular cross section, a low refractive index upper clad layer 14 in a manner covering the high refractive index core layer 13 and, on the high refractive index core layer 13, a groove 16 for forming an optical reflection face 17 which bends an optical signal transmitting on the high refractive index core layer 13 at right angle upward or downward for transmission. In the optical reflection face 17 of this waveguide, in forming the groove 16, a laser beam B is emitted to the high refractive index core glass layer 13 from above the low refractive index upper clad layer 14, for the purpose of positioning the flat part of the groove wall in the high refractive index core layer 13, making the flat part the optical reflection face 17.
