PROBLEM TO BE SOLVED: To provide an image processing apparatus and method, and an image processing system capable of efficiently carrying out a proper noise removal processing when carrying out a digital dodging processing, thereby enhancing the quality of an image subjected to the digital dodging processing. SOLUTION: A dodging processing part 1 for applying digital dodging processing to input image data generates a three-level filter image by applying space filter processing to image data reduced into three levels by H, M and L size reducing parts 6, 7 and 8 by H, M and L space filter parts 9, 10 and 11. Then, a luminance distribution deciding part 12 decides luminance distribution in the filter image by predetermined area units, and sets noise removal coefficients in luminance and color difference noise removing parts 15 and 16 according to the easiness of the generation of a noise based on the decision result.
