<P>PROBLEM TO BE SOLVED: To provide a plasma generator capable of securing required sufficient energy while suppressing power consumption, and effectively usable for various fields. <P>SOLUTION: A conductor 5 is disposed on the surface of one electrode 1 facing the other electrode 2 through a dielectric 4 between the electrodes 1, 2 disposed face to face with a required space kept between, and a high voltage (an AC high voltage, an AC pulse high voltage, or a DC high voltage) from a power supply 3 is impressed between the electrodes 1, 2.
