PROBLEM TO BE SOLVED: To provide base paper for decorative board capable of producing a decorative board of no defoaming defects with good adhesive tape resistance suitability by applying a thermosetting resin onto the original base paper. SOLUTION: The base paper for decorative board is to be used for a decorative board which is obtained by laminating one side of a decorative board substrate with a sheet of the base paper and a thermosetting resin layer successively, wherein the thermosetting resin layer is applied onto the sheet of the base paper. The base paper has the following properties: The internal bond strength determined by the internal bond tester method in accordance with JAPAN TAPPI No.18-2 is 0.2 kgf×cm or higher in the longitudinal and transverse directions and the gas permeability determined in accordance with JAPAN TAPPI No.5-2 is 20 s or lower.
