PROBLEM TO BE SOLVED: To provide a secondary transfer roller that prevents an image disturbance caused in an area where the rotating load torque of a drive roller is nonuniform, by reducing fluctuating force exerted to the secondary transfer roller when thick paper enters/exits. SOLUTION: The secondary transfer roller has a roller part formed from a hollow thin-wall pipe 2c and an elastic rubber layer 2b formed on the periphery of the thin-wall pipe 2c and deformable by the application of low pressure. In the secondary transfer roller, the elastic rubber layer 2b includes: a lower layer of vulcanized rubber or silicone rubber with low hardness; and a thin layer formed thereon, which is a urethane coating 2 used to make the viscosity of the rubber ineffective.
