PROBLEM TO BE SOLVED: To provide a ground surface structure and its construction method capable of increasing versatility by enabling the ground surface structure to use even in a mountain having no road, contemplating the decrease of a manufacturing cost and a transportation cost, preventing such a problem that natural beauty is impaired or that an ecological environment for an animal or the like is destroyed, and improving earthquake resistance to an erthquake or the like. SOLUTION: In the structure fixing a block material to the ground surface F to provide water storing divisions A etc., specially, a plurality of block materials 2 etc. integrally having earth retaining bodies 3 retaining soil and anchor sections 4 inserted in the ground surface F are fixed to the ground surface F to provide a plurality of water storing divisions A etc. formed in small room-shapes by combining the block materials with each other and, the water storing divisions A etc. are filled with water storing soil S.
