<P>PROBLEM TO BE SOLVED: To provide a development device and an image forming apparatus having a new configuration which can impart a specified charge amount to the toner, without decreasing the carrying speed of a developer, while having a simple configuration and which can form high quality images of. <P>SOLUTION: The development device has a configuration that a developer is circulated and carried by a first stirring member, a second stirring member and a third stirring member disposed facing a part of the second stirring member, and has a configuration that the toner to be replenished to the facing part of the second and third stirring members via a toner supply port disposed on the cover of the housing is submerged into the developer by rotation of the second and third stirring members, rotated in such a manner that each circumference face is made to move downward from the upper side.
