<P>PROBLEM TO BE SOLVED: To provide a high-concentration oxygen foam water feeder capable of supplying with an easy structure foam water having high dissolved oxygen concentration and containing a large amount of minute foam, and to provide a plant cultivation apparatus using the feeder. <P>SOLUTION: This plant cultivation apparatus has a foam water producing apparatus 1 which produces foam water through mixing oxygen-containing vapor with fluid under pressure to dissolve the vapor in the fluid, and a foam water storage tank 2 which temporarily stores foam water supplied from the foam water producing apparatus 1. The foam water producing apparatus 1 includes a Venturi tube 11 introducing fluid, a part which dissolves and mixes fluid with vapor under pressure in an expanded part 12 on the downstream side of the tube, and a nozzle part 15 set further behind the part. The apparatus releases the vapor dissolving in the fluid through accelerating the flow rate of the dissolved and mixed fluid with the nozzle part 15, and produces foam water containing much minute foam.
