PROBLEM TO BE SOLVED: To provide a rotary encoder in which there is no generation of disadvantages such as erroneous detection due to adhesion of foreign substance such as toner or locking due to adhesion of foreign substance and which is relatively inexpensive and has relatively small size and superior maintenance properties, and to provide a roller member, a belt conveying device, and an image forming apparatus. SOLUTION: The rotary encoder is provided with a support member 71 fixed to a shaft part 47c of the roller member 47 and rotated with the roller member 47 and a code wheel 50 fixed to the support member 71 and rotated with the support member 71. The rotary encoder is provided with a cover 73 which is rotatably supported relatively on a shaft part 47a via a bearing 74 inserted into the shaft part 47a and which covers, together with the support member 71, the code wheel 50.
