PROBLEM TO BE SOLVED: To provide a speech object selection server apparatus or the like that discriminates a proper speech object and connects a line only to the speech object on the basis of preset information by using positional information. SOLUTION: In the case that a group including at least one speech object terminal is selected and a speech is carried out between terminals in the group, each of terminals 11-1 to 11-3 acquires the positional information being information associated with a present position of its own terminal and transmits the acquired positional information together with a communication request. A member management server 100 selects a group in response to the attribute of a user of the terminal and its present position in response to the communication request from the terminal. When a physically handicapped person or the like uses a facility and requests an assistance, the person calls different speech opposite parties (persons in charge) depending on a location (facility). A method of a prior art forms groups by each location and a user uses any of the groups by notifying them. However, the user does not need to notify the particular group in the system.
