PROBLEM TO BE SOLVED: To suppress reheating for room temperature adjustment in temperature and humidity control, and to achieve energy saving. SOLUTION: This air-conditioning controller comprises a first mixing mechanism (damper 20 and pipes 22 and 26) for mixing the outside air with return air from the inside of a room as an air-conditioning object to generate mixed air, a direct expansion coil 2 for introducing the mixed air generated by the first mixing mechanism and cooling it with a refrigerant, a second mixing mechanism (damper 30 and pipes 30 and 32) for mixing the outside air cooled by the direct expansion coil 2 with the return air from the inside of the room to generate mixed air, and a cold/hot water coil 4 for introducing the mixed air generated by the second mixing mechanism, cooling or heating it with cold water or hot water, and adjusting the supply air temperature into the room.
