<P>PROBLEM TO BE SOLVED: To establish an inexpensive catalyst-used process for producing hydrogen being fuel in high efficiency in order to obtain a low-cost fuel cell. <P>SOLUTION: This method for manufacturing a directly heat-suppliable catalyst for reforming a hydrocarbon is characterized in that an aqueous solution the pH of which is controlled to be nearly neutral or higher and which contains a precursor of an active metal (at least one or both of Ni and Co) is mixed with MgO to prepare a MgO-deposited metallic catalyst in which the number of surfaced active metals is large.
