<P>PROBLEM TO BE SOLVED: To lighten human labor needed for managing work flow definition and to deal with changes in work flexibly. <P>SOLUTION: A work flow definition management table for correlating a work flow ID, a work ID, a work ID of work at a transition destination, a transition condition, an attribute value, and work contents, and an evaluation type management table in which an index to be a value which motivates changing work performed by the user and the attribute value are correlated with each other is stored, the work flow ID in question under processing and the work ID are acquired, work to be performed by the user is temporarily decided on the basis of the work flow ID, the work ID, and the work flow definition management table. The attribute value of the work temporarily decided is acquired from the work flow definition management table, an attribute value corresponding to an instruction given by the evaluation type management table is acquired as an attribute value for evaluation, and the attribute value corresponding to the temporarily decided work is compared with the attribute value for evaluation.
