PROBLEM TO BE SOLVED: To distribute traffic information in association with changes of roads or traffic conditions by changing traffic information distribution levels of road sections. SOLUTION: A traffic information distribution device receives travel history data of a vehicle from a probe car and generates traffic information on the basis of the received data and accumulated vehicle travel history data and distributes this traffic information to a user, and the traffic information distribution device estimates a traffic information parameter of a road section or its variation or the like, which is generated as a traffic information distribution road link, from the vehicle travel history data and determines whether the traffic information distribution road link of the road section should be registered as a road link to be a traffic information distribution object or not on the basis of the estimation result. A traffic information distribution level of the road section indicated by the traffic information distribution road link which the vehicle has travelled is dynamically determines by the traffic information parameter estimated based in the travel history data of the vehicle or the like or its variation, and traffic information to be a distribution object is determined in accordance with the traffic information distribution level.
