PROBLEM TO BE SOLVED: To make a system for filtering and drinking rainwater in a disaster, by cooling a rooftop of a building by using its rainwater, though the rainwater is conventionally easily drained without using. SOLUTION: The rainwater is filtered and cooled by a water filling port 6 by filling the rainwater in the rooftop by a water level adjusting drain 3, and the rooftop is cooled by sprinkling water on the rooftop by a fountain port 4 via a rainwater tank 5. A large rainwater tank is separately arranged by taking into consideration the disaster, and the water from the rainwater tank can be used by attaching another drinking filter.
