PROBLEM TO BE SOLVED: To control the connection of a communication line (a communication path), on the basis of information reflecting the mutual user states of an originating side and an incoming side which to be the opposite parties of communication. SOLUTION: A control part 2 generates a provision request for requesting the provision of the information reflecting the user state of the opposite party of communication to be a target, and transmits the request to the opposite party to be the target through a communication part 13. The information, reflecting the user state of the opposite party which is returned from the opposite party to be the target, is received through the communication part 13, in response to the provision request. A condition-determining part 14 compares the information reflecting the user state from the opposite party to be the target, with the information reflecting the user state of a self apparatus, and determines whether the determined condition is satisfied.
