PROBLEM TO BE SOLVED: To correctly determine whether characters are entered into an image, whose background noise is large, thereby to more stably detect the area of characters or character groups. SOLUTION: An image processing device is provided with; a background density distribution estimation part 12 which estimates a density distribution of background pixels; an area density distribution estimation part 13 which estimates a density distribution for each area of a divided inputted image; an entry presence-or-absence determination part 14 which determines whether an entry is made from the background pixels and the density distribution of the area concerned; and a determination result output part 15 which outputs the result of the determination of the presence or absence of the entry into the area, the determination being made by the entry presence-or-absence determination part 14.
