PROBLEM TO BE SOLVED: To manufacture a rock wool having a homogenous quality in which a rock wool waste material used as a rock wool raw material may be fibrous or powdery or may be a material containing foreign matter such as a metallic material, further a waste material of a silica heat insulating material may be used as the rock wool raw material. SOLUTION: In a manufacturing process for manufacturing the rock wool by charging a raw material consisting essentially of a blast furnace slag and coke into a melting furnace 2 to melt and forming the molten matter in a cotton shape by a cotton making machine 3, gathering a cotton-shaped matter and molding in a prescribed shape and size, and in a method for manufacturing the rock wool by reusing a recovered matter containing at least the rock wool waste material or the silica heat insulating material, the recovered matter is crushed, further a blast furnace cement and water are added to the crushed matter, and the mixture is kneaded, and the kneaded matter is formed and hardened in the prescribed shape and size and dried, and the dried matter is reused as the raw material.
