PROBLEM TO BE SOLVED: To provide an encrypting system and a decrypting system using a chaos neural network. SOLUTION: A plaintext to be encrypted which is stored in a plaintext storing part 10 is fetched. A ciphertext is obtained by operating the plaintext and an output from the chaos neural network 120 in a computing element 110 and can be stored in a ciphertext storing section 20. At this time, an external input value to the chaos neural network 120 can be used as a secret key. In the case of decrypting the ciphertext obtained in this way and stored in the ciphertext storing section 20, a chaos neural network 220 having the same configuration and the same condition (the same external input value as the secret key) as those of the network 120 used for creating the ciphertext is used, and a computing element 210 performs decryption by performing an operation inverse to that of the computing element 110 to the output from the neural network 220 and the ciphertext fetched from the ciphertext storing section 20.
