PROBLEM TO BE SOLVED: To provide a laminate reduced in water absorption and achieving high-degree flame retardancy, and its manufacturing method. SOLUTION: The laminate is constituted by laminating polyimide resin layers on both sides of a film comprising a cycloolefinic polymer and manufactured by performing operation, which subjects the surface of the film comprising the cycloolefinic polymer to oxidation treatment and applies polyamic acid or soluble polyimide to the treated surface of the film to heat the coated film, with respect to both sides of the film comprising the cycloolefinic polymer.
