PROBLEM TO BE SOLVED: To provide a method and an apparatus for manufacturing a porous glass preform, in which the deposition efficiency can be enhanced by stabilizing flame of a burner and a high quality porous glass preform can be manufactured efficiently. SOLUTION: When the porous glass preform 14 is manufactured by depositing glass fine particles generated by the flame hydrolysis reaction of a raw material gas 40a for glass and a combustion gas 40b jetted from a burner 12 relatively moving to a rotating stating material 11 in a reaction vessel 20, the supply flow velocity of clean air 30a straightened toward the stating material 11 from the periphery of the burner 12 is controlled corresponding to the supply flow velocity of the raw material gas 40a for glass jetted from the burner 12.
