PROBLEM TO BE SOLVED: To provide a wavelength-variable laser having high reliability, high performance and low cost, and realizing low power consumption and operation stabilization and the like. SOLUTION: The wavelength-variable laser 10 is provided with a multiple ring resonator 20; input/output side waveguide 11 connected to a ring resonator 21; reflector side waveguide 12 connected to a ring resonator 22; PLC substrate 13 on which the resonator 20, the waveguides 11 and 12 are formed; high reflection film 14 provided on the waveguide 12; SOA 16 connected to the waveguide 11 via a non-reflection film 15; film-like heater 22h provided on the surface of the PLC substrate 13 on a ring-like waveguide 22a for varying wavelength and supplying heat to the waveguide 22a; and thermal insulating grooves 22b, 22c, 22d for preventing the transmission of the heat supplied from the film-like heater 22h to the PLC substrate 13 other than the waveguide 22a.
