PROBLEM TO BE SOLVED: To provide a wet electrolytic capacitor which has an increased adhesive strength between a metal foil and a metal porous material which constitute an anode. SOLUTION: A porous anode 28 consists of a niobium foil 33 and a niobium porous material 35. The niobium porous material 35 is formed in the central part of the niobium foil 33. Especially, a through-hole 34 is formed nearly at the center of the niobium foil 33. The end of the niobium foil 33 is formed as a terminal 25 of the anode. The niobium porous material 35 is integrally formed on both surfaces of the niobium foil 33 through the through-hole 34. On the surface of the porous anode 28 except for the terminal 25 of the anode, an anode oxide film is formed.
