PROBLEM TO BE SOLVED: To provide a certificate issuing device capable of safely issuing an open-key certificate. SOLUTION: As one constituent device of a video input/output system connected by a communication network 600, a certificate issuing device 10 which issues open-key certificates to other constituent devices 20, 30, 40, and 50 has one or more operation modes and also has an operator authenticating function of authenticating operators at authentication levels corresponding to the respective operation modes, and enters a corresponding operation mode on condition that operator authentication is successful. This certificate issuing device 10 performs user authentication corresponding to the authentication levels when the device 10 enters respective operation modes of start-up, operation, and maintenance, so that an unauthorized operator is prevented from concerning operation of the certificate issuing device 10, thereby improving safety when an individual certificate issuing device 10 is used.
