PROBLEM TO BE SOLVED: To provide a seismic response control column base structure and a seismic response control structure using this structure, capable of reducing risk of impairing the function of a structural skeleton and a building by large energy of external force, by increasing energy absorbing capacity by allowing an anchor bolt to absorb energy even in any direction of its tension direction and the compression direction. SOLUTION: This column base structure 101 has a baseplate 22 exposed on base concrete 12 and fixed to a lower end part of a column 10, and the anchor bolt 24 used for connecting the baseplate 22 to the base concrete 12, and is constituted so that an outside peripheral part overhangs in the air from a central part by supporting only the central part of the baseplate 22 by the base concrete 12, and is characterized by arranging clearance allowing displacement of a connecting part 27 between the base concrete 12 and the connecting part 27 with the anchor bolt 24 of the peripheral part of the baseplate 22, while relatively undisplaceably fixing and connecting the peripheral part of the baseplate 22 to the anchor bolt 24.
