A cellulosic material is impregnated with a composition comprising 10-40% of a tetrakis (a -hydroxy-organo) phosphonium halide, 0.25-0.75 equivalents of an alkaline inorganic stabilizer per mole of phosphonium halide, 5-15% of a copolymerisable cyclic nitrogen-containing compound, 1-10% of a copolymerizable carbamic acid derivative, and 35-80% of water, heating to polymerize the composition partially and treating with a nitrogen base to polymerize completely. A number of phosphonium halides are specified. The stabilizer may be sodium hydroxide, carbonate, or bicarbonate. The cyclic nitrogen-containing compound may be mono, di, or tri methylol melamine, trimethyl ether of trimethylol melamine, dimethylol triazone, or dimethylol ethylene or propylene urea. The carbamic acid derivative may be urea, thiourea, biuret, ethyleneurea, or dicyandiamide. The nitrogen base may be gaseous or aqueous ammonia, ammonium carbonate, acetate, or formate, hydrazine, alkyl-substituted hydrazine or a primary amine. The cellulosic material may be in the form of fibre, yarn, fabric film, pulp, paper, fibre board, or wood. Impregnation may be at 65-85 DEG F. Heating to polymerize partially may be at 200-320 DEG F for 0.5 min. to 1 hr. The fire-proofed material may contain 16-24% of resin.
