The method involves acquiring an image of a surface to be monitored e.g. operating pole (1), and detecting the defects on the surface, where the pole is in insulating material. The type of each detected defect is determined based on factors such as shape of the defect, a light intensity sent by the defect and the proximity of other defects. The criticality of each defect is characterized based on the type of detected defect. An independent claim is also included for an apparatus for monitoring a state of an operating tool.
