PROBLEM TO BE SOLVED: To provide an oil-based writing implement which enables writing on a vitreous non-absorptive surface and besides causes no fabric blurring. SOLUTION: The writing implement has a penpoint and an ink holding tube to one end of which the penpoint is fitted. The penpoint has a structure wherein a ball valve urged with a spring strength of 10-40 g by a spring built in a tip is brought into close contact with the inner edge of a holding part in the fore end of the tip, and an oil-based ink composition of which the viscosity at 20°C and 20 rpm is 10-50 mPa s (ELD type viscometer 1°34' cone) and which is a Newtonian fluid is filled in the ink holding tube. The oil-based ink composition comprises an organic solvent, an alcohol-soluble dye and a resin, and as for the organic solvent, one, two or more kinds of organic solvents selected from the group consisting of propylene glycol monomethyl ether, ethyl alcohol and propyl alcohol are included as the main ones.
