PROBLEM TO BE SOLVED: To improve utilization efficiency of radio resources by varying a parameter for varying a transmission data quantity per unit time of an encoding ratio, a modulation system, etc. corresponding to the variation of precision of channel estimation within a unit transmission data period with time passage within the unit transmission data period.

SOLUTION: A period (unit transmission period) Td for transmitting packet data (unit transmission data) is divided into at least first and second partial periods Td1 and Td2, and a transmission data quantity per the unit time in the second partial period Td2 is designated to be larger than that in the first partial period Td1. Thus, the encoding ratio and/or a modulation system used in the first partial period and the second partial period are switched.
