PROBLEM TO BE SOLVED: To provide a manufacturing method of a polyurethane foam having a narrow cell size distribution width and fine cells, and the polyurethane foam. SOLUTION: The manufacturing method of the polyurethane foam comprises a step for feeding a first raw material composition comprised of a polyol, gas-loaded with a gas that has lower solubility in a polypropylene glycol of a molecular weight of 2,000 than a nitrogen gas at a ratio of 1-20 vol% based on the first raw material composition and a second raw material composition comprised of a polyisocyanate into a mixer, and a step for injecting the mixed raw material compositions into a mold from the mixer.
