PROBLEM TO BE SOLVED: To provide a transmission carrier variable multiplexing transmitting system capable of efficiently transmitting various kinds of information data having different transmission conditions, such as data for various kinds of services and media requiring high quality, and data requiring a large transmission capacity, by a transmission line in one-channel frequency bands, where a plurality of users are distributed. SOLUTION: A frequency-distributed frequency band is divided into a plurality of blocks. An arbitrary block is composed of a plurality of subcarriers for multiplexing. A plurality of users arbitrarily select a plurality of blocks from the plurality of blocks. A plurality of information data are transmitted whose transmission conditions differ. The number of subcarriers in each block can be switched and changed. The modulation system of a modulator in each block can be switched and changed.
