PROBLEM TO BE SOLVED: To provide a data converter and a data conversion program which are made to reflect, without losing a visual impression which an image has when the image data displaying the image is converted into image data for an output even when the image is outputted for the image by an output device with low resolution. SOLUTION: The data converter includes an image data acquisition part which acquires first image data showing the image, a linewidth analysis part for analyzing the linewidth of the line used in the image displayed with the first image data, and a data conversion part which converts the first image data into a second image data which expresses the image with a predetermined resolution, wherein lower concentration is given than the concentration whose line is expressed in the first image data as the concentration whose line is expressed in the second image data, in case that a line is found in linewidth narrower than the linewidth of the limit by the resolution by the analysis by the linewidth analysis part.
