PROBLEM TO BE SOLVED: To reduce cost, by minimizing breakdown and restoration of an existing structure, by excavating a horizontal hole by a construction method using mechine power replacing manpower excavation, in excavating the horizontal hole of an underground small diameter pipe. SOLUTION: A steel cylindrical shape 3 is inserted into the earth mechanically. When an inner lid 2 in a cylinder is pushed by sediment entering the cylinder, an interlocking claw 1 closes.
