PROBLEM TO BE SOLVED: To apply an appropriate voltage to a heat generating section to achieve a desired temperature for generated heat by uniformly forming conductor materials of an electrode section and the heat generating section in a stable manner. SOLUTION: A plane heat generating element comprises: a base 1 made of flexible textile fibers; electrode sections 3a, 3b made of an electrically conductive material and formed on the surface of the base 1; and a heat generating section 4 having a self-temperature-controlling function and electrically connected to the electrode sections 3a, 3b. At least part of the base 1 is provided with an impregnation-preventing treatment section 2.
