There is provided a secure device capable of reducing the affect by interruption of communication with an external device and rapidly and safely acquiring an application program desired by a user. In the secure device (100), a command storage unit (106) stores a command group for executing a card. A card issuing unit (104) extracts a series of card issuing commands corresponding to the function of the card to be acquired and writes them in a buffer of a card management unit (102). The card management unit (102) executes the respective card issuing commands written by the card issuing unit (104). The card issuing is completed by the internal processing of the secure device (100).
