An elapsed time (t) from the time when charge voltage is constant current charge reaches a predetermined voltage (Vs) to the time when charge condition is changed from a constant current mode to a constant voltage mode, is obtained when lithium-ion cell is charged by a constant current and voltage method. An estimated capacity of lithium-ion cell is calculated using the elapsed time (t).
