PROBLEM TO BE SOLVED: To provide a high-reliability organic EL display; to provide an organic EL light-emitting device; and to provide a manufacturing method of an organic EL display. SOLUTION: This organic EL panel in one embodiment of this application is provided with: an element substrate 10 with organic EL elements 9 formed thereon; a facing substrate 20 disposed so as to face the element substrate 10; a sealing seal 23 formed of a polymer material for sticking the element substrate 10 to the facing substrate 20 and for forming a sealed space between the element substrate 10 and the facing substrate 20; and a barrier film 25 formed of an inorganic substance as a main constituent, and covering the outside surface of the sealing seal 23 for shielding the sealing seal 23 from the outside.
