PROBLEM TO BE SOLVED: To effectively suppress the reproduction of legionella bacteria in circulation water. SOLUTION: In a cooling water circulation system 1, a circulation path 5 is provided between a cooling tower 2 and a cooling load device 4. In the circulation path 5, cooling water is circulated for cooling of the cooling load device 4. This cooling water is raw water from a raw water supply path 30 softened by a water softener 31 and a part of the cooling water is scattered outward from an opening part 21 together with the air outside flowing from a louver 22 in the cooling tower 2 by a drive of a fan 24. Since an amount of such the scattered cooling water is suppressed by controlling the rotation speed of the fan 24 with an invertor 25, the concentration of an M alkaline component is increased in the cooling water. With an increase in such the concentration of the M alkaline component, the cooling water exhibits alkali and a pH is maintained at 9.0 or higher.
