PROBLEM TO BE SOLVED: To provide a vehicular control device capable of enhancing the quality consistency without degrading the waterproof performance, and effectively utilizing a limited space in a railroad vehicle, and the railroad vehicle using the same. SOLUTION: The vehicular control device comprises a vehicle control instrument to control a vehicle, a vehicle control instrument box provided on the railroad vehicle to store a vehicle control instrument, and an opening part formed in a ceiling part of the vehicle control instrument box, and the railroad vehicle uses the vehicular control device.
