The element (1) is surrounded by a removable sheath. The inextensible fabric comprises: two synthetic suture threads (4), which is parallel to the principal axis (3); and a strip of non-woven polypropylene fibers (6) with two lateral parts are fixed on the median part of the monofilament knitted polypropylene fabric in the direction of the principal axis, where the thread and non-woven fibers pass-repass across the knitted polypropylene fabric. The element (1) having a transversal dimension, which is higher than the rest of the element. The sheath (2) having a zone with two sections, where the zone is placed at the level of the element, which faces the urethra (7). An independent claim is also included for a surgical instrument using the above device.
