PROBLEM TO BE SOLVED: To provide a communication system, a wireless LAN base station controller, and a wireless LAN base station system by which an efficient communication is established when a broadcast frame or a multicast frame is communicated in a downlink. SOLUTION: The communication system 10 is provided with an AP controller 100 having a frame converter 102 which converts a downlink broadcast or multicast frame into a 802.11 frame according to its tunnel header on the network side, and a tunnel preparing and controlling section 103 which forms a tunnel header using MAC address as broadcast or multicast address and encapsulates the 802.11 frame by the tunnel header; and the wireless LAN base station system 200 having a tunnel preparing and controlling section 202 which adds its BSSID to the header of the 802.11 frame separated from the tunnel header, and an input/output section 204 on the terminal side which transmits the 802.11 frame with the BSSID.
