PROBLEM TO BE SOLVED: To provide a locking-unlocking device capable of interlocking one cylinder lock of extracting a duplicate key with rotary operation of the other cylinder lock, with a simple structure, without arranging a clutch mechanism. SOLUTION: This locking-unlocking device 100 is formed by respectively arranging the cylinder locks 19 and 21 on indoor outside surfaces 15 and 17 of a door incorporated with a lock body; and is provided with a fixing cylinder 23 interposed between the one cylinder lock 19 and the lock body, a core shaft 29 rotatably arranged in the fixing cylinder 23, a thumb-turn cylinder 37 rotatably arranged in the fixing cylinder 23, a releasing member 61 slidingly arranged in the radial direction in the thumb-turn cylinder 37 and aligning a shear line by abutting on tumblers 47a to 47j, and rocking plates 69a and 69b rockingly supported by the thumb-turn cylinder 37, rocked by rotation of the core shaft 29 and aligning the shear line by moving the releasing member 61 by this rocking operation.
