PROBLEM TO BE SOLVED: To provide a reasonable structure of a reinforced concrete beam capable of sufficiently increasing shearing resistance. SOLUTION: Concrete 2 is filled in a steel pipe 1 having a shearing reinforcing function against a short time shearing force, main reinforcements 3 are arranged in the concrete, and shearing reinforcements 4 having only the shearing reinforcing function against a long time shearing force are arranged around the main reinforcements or the shearing reinforcements are eliminated at all by applying a fire resistant coating on the outer surface of the steel pipe. The steel pipe used is of a pipe having a square closed section. A depositing hole 5 for depositing and filling the concrete is formed in the upper surface of the steel pipe, and slab joining reinforcements 6 are inserted into the steel pipe through the depositing hole and fixed in the concrete, or a steel pipe of square groove in cross section is used, lip parts bent outward is formed at the upper edge parts on both right and left side faces thereof, stud dowels are engraved therein, and reinforcements to stop the opening of the steel pipe are disposed between right and left studs.
