PROBLEM TO BE SOLVED: To provide a powder filling device capable of filling powder with high accuracy at a high speed. SOLUTION: In a powder filling method to transfer a powder stored in a hopper to a filling nozzle, and to feed/fill the powder from the filling nozzle into a storing bag set below the filling nozzle, air in the storing bag is exhausted to keep the storing bag in a flat state, and then, the powder is fed/filled from the filling nozzle. The powder filling device to implement this method comprises first and second screw conveyors to transfer the powder fed from a powder storing part, the filling nozzle provided immediately below the second screw conveyor, a storing bag holding means provided below the filling nozzle, an exhaust hole and an exhaust means formed in a vicinity of the filling nozzle, and an exhaust control means to exhaust air inside the storing bag by the exhaust means before starting to fill the powder.
