PROBLEM TO BE SOLVED: To provide a new polymer containing vicinal-substituted functional group and its use. SOLUTION: The polymer containing a vicinal-substituted functional group is expressed by general formula (I) (A is a group formed by the polymerization of ethylene or the like and having a weight-average molecular weight of 400-500,000 by GPC; Z is H, an alkyl or the like; one of X and Y is hydroxyl group, a polyalkylene glycol group or the like and the other is -E-R<SP>1</SP>, -NR<SP>2</SP>R<SP>3</SP>or -CR<SP>4</SP>R<SP>5</SP>R<SP>6</SP>(E is oxygen atom or sulfur atom; and R<SP>1</SP>to R<SP>6</SP>are each hydrogen atom, a hydrocarbon group or the like)). The invention further provides an antistatic agent, a mold releasing agent for a toner, a pigment dispersing agent, a lubricant for vinyl chloride resin and an emulsion composition containing the polymer having the vicinal-substituted functional group and expressed by general formula (I).
