<p><P>PROBLEM TO BE SOLVED: To provide a rubber composition for covering belt layer steel cord that minimizes the lowering rate of tensile strength caused by thermally oxidative deterioration, suppresses the layer cleavage and lowers the rubber flow and to provide steel cord covered with the carcass layer made of the rubber composition. <P>SOLUTION: This rubber composition for covering steel cord is composed of 100 pts.wt. of the rubber component, (A) 3 to 5 pts.wt. of sulfur, (B) 0.1 to 1 pt.wt. of disodium hexamethylene-bisthiosulfate dihydrate, and (C) an organic acid cobalt salt including boron wherein the content of the cobalt in the organic acid cobalt salt (C) is 0.05 to 0.25 pre 100 pts.wt. of the rubber component.
