PROBLEM TO BE SOLVED: To reduce labor required for installing an sound insulating enclosure and achieve high sound insulating performance. SOLUTION: The sound insulating enclosure 12 capable of covering all of a common base plate 1 and apparatus of a gas turbine power generation device installed thereon is manufactured in an assembly plant. The sound insulating enclosure 12 is temporary fixed on the common base plate 1 via a fixing jig 17 for transportation and is integrated to the common base plate 1 under a condition where the sound insulating enclosure 12 is installed to cover the common base plate 1 and the apparatus thereon. The sound insulating enclosure 12 and the common base plate 1 are transported and installed at an installation site. The sound insulating enclosure 12 and the common base plate 1 are fixed on foundation 2. The fixing jig 17 for transportation temporary fixing the sound insulating enclosure 17 to the common base plate 1 is removed, and the common base plate 1 and the apparatus thereon is completely covered by the sound insulating enclosure 12 separated from the common base plate 1 to reduce emission of noise to an outside.
