PROBLEM TO BE SOLVED: To make a fire extinguishant easily reach a fire source surface for the fire extinguishing activity even if a fire breaks out on the whole surface of a floating roof type oil storage tank and a fierce ascending current is generated above the tank because of the fire energy or if there is an influence of strong wind. SOLUTION: The fire extinguishant 82 is previously enclosed in a prescribed container 81, and is thrown as a packaged fire extinguishant 8 to the liquid surface of a fired flammable liquid in the floating roof type storage tank 1. Since the packaged fire extinguishant 8 has a certain weight, the weight can reach the fire source surface 10 against the thermal ascending current or the influence of strong wind of the fire. Furthermore, as the container 81 has thermal melting properties and the fire extinguishant 82 has a powder type fire-extinguishing substance, the container 81 is melted with the heat of the fire source surface 10, and the fire extinguishant 82 can be dispersed thereafter.
